Free training on compliance with the anti-smog resolution

Training in the field of detecting illegal incineration / co-incineration of waste in individual heating devices.
Training for Eco-managers, representatives of the municipal / city guard, employees of municipal governments and other institutions responsible for activities to improve air quality and carrying out control activities authorized by the municipal authorities.
The Institute for Chemical Processing of Coal and the Silesian Voivodeship organize free training in the field of monitoring compliance with the provisions of the anti-smog resolution and detecting illegal incineration / co-incineration of waste in individual heating devices.
The training is carried out as part of the integrated project LIFE "Silesia. Blue Sky Restored", which is co-financed by European funds under the LIFE Program. The event is part of the calendar of the 30th anniversary of the European Union's LIFE Program.
The training is addressed to Eco-managers, representatives of the municipal / city guard, employees of municipal governments and other institutions responsible for activities to improve air quality and carrying out control activities authorized by the municipal authorities. The aim of the training is to increase the knowledge and competences of people responsible for the control of individual heating devices and enforcing compliance with the provisions of the anti-smog resolution. Training participants will gain practical and substantive knowledge about fuels and boilers, various aspects of control and the duties of the controller, resulting from the provisions of the anti-smog resolution and the act prohibiting the co-incineration and incineration of waste in home furnaces.
The condition for participation in the training is to complete and return the application form. Registration of the training participants will end on May 13, 2022. The daily limit of places is 100 people. Eco-managers employed under the project were automatically qualified to participate in the training on May 20, 2022. Training for other people will be held on May 18 or 19, 2022.
Due to the limited number of places, please submit a maximum of three representatives from one commune.

• Legal aspects of the control of furnaces carried out in terms of illegal waste incineration and violation of the provisions of the anti-smog resolution - Miłosz Jakubowski, Frank Bold Kraków Foundation
• Differentiation of solid fuel boilers in terms of the requirements of the anti-smog resolution for the Silesian Voivodeship - Katarzyna Matuszek, IChPW Zabrze
• Control of furnaces in practice - Andrzej Ryś, Municipal Police of the City of Krakow
Classes will be held simultaneously in 2 groups, from 9.00-16.00 All students will receive certificates of participation in the training. A surprise is also expected in connection with the 30th anniversary of the European Union's LIFE Program.

Unfortunately, many Poles still prefer to throw waste into the furnace instead of segregating it.
Some people see burning waste in domestic heating boilers as an easy and free way to get rid of waste and meet the heat demand with a lower cost. However, this is only an apparent saving, because as a result of such a procedure, we may lose what is most valuable, i.e. health.
Individual heating devices are not adapted to incinerate waste, therefore old furniture, shoes, clothes, packages, PET bottles, toys or tires must not be thrown into this type of boiler. A boiler or stove is not a "magic device" that solves the problem of the waste we produce, and at the same time satisfies the need for heat in the home.
Low emission causes the appearance of many harmful substances in the air, e.g. suspended dust, sulfur dioxide, nitrogen oxides, heavy metals or polycyclic aromatic hydrocarbons.
These substances cause various diseases of the circulatory and respiratory systems as well as allergies. They also increase the risk of developing cancer. In the area affected by the problem of low emissions, soil poisoning, plant contamination, corrosion of metal and construction elements occur.
On the 7th of May the so-called anti-smog resolution to improve air quality was introduced by the Silesian Regional Assembly nr V/36/1/2017.
